5700XT's on BTC-S37 freezes HiveOS at start up

I have multiple 8 gpu BTC-S37 riserless mining boards full of Sapphire 5700XT’s. When I go to boot up HiveOS, the system freezes as soon as the 8 gpu are recognized and the drivers are starting to download. Sometimes it will get one step past and show a start job is running with no time limit but it always freezes at 40 seconds. Anyone have any ideas?
