There are 2 RX5700 XT card. The first one is a gigabyte, the second is a Sapphire. They both have modded bios. The first one draw more AMP than the second. I think that this is because they use differents SOC state and F State.

Is there a way to make the card 0 to use the same settings than de card 1 (1085 instead of 1266)?
