Does setting DPM matter if you manually set core clock?

I have a rig with several RX 570 8GB. All of them have clocks set to 1050 in the worker settings. Right now I’m trying to fiddle with DPM settings but changing these digits doesn’t seem to change anything. amd-info gives me the following:

I suppose DPM only matters if you let the GPU decide its own clock rate without setting it fixed. Am I right?
