How to decrease wattage while HR is up and there is no OC?

I have an RX580 8GB which I haven’t over clocked. I need to lower the wattage but it’s already providing high hash rate. I’ve tried to apply a normal overclock which worked for a while. After a bit I would get errors (GPU driver error, no temps).

set core clock, lower core voltage as much as possible until its not stable. make sure aggressive undervolting is turned on as well
