Lock core clock

I came across this suggestion:

First tune your GPU as usual, then check real clock core with “nvidia-smi -q -d CLOCK”
then lock core clock card by card with “nvidia-smi -i x -lgc xxxx” , where first x is the card number (first is 0) and the xxxx is the absolute fix clock speed

Has anyone tried this? What exactly does it do?
