Low hashrate in One GPU 3070 ti

I have 4 nvidia 3070 ti, 3 working well just one with low hash rate, I try:
change raser,
mix the position of conection
order of gpus
update bios
but the same

run nvidia-smi -q and see if its throttling.

I fix it, the problem was the PSU I had 1200 but each GPU 3070 ti works with 280 plus risers plus motherboard plus CPU was not enough

I change for PSU for 1600W gold and all work great
