MSI GeForce RTX 2070 Super Ventus GP OC 8gb

I attempted to add and install this card in my rig last night and was unsuccessful.
MSI GeForce RTX 2070 Super Ventus GP OC 8gb

Error message in hive -
Nvidia oc failed and nvtool (12) error.

In my rig -
(2) 1070ti’s and (1) EVGA 2070 Super.
1000w psu

What I did -
I removed all the cards and focused on the new MSI 2070
I booted up the rig and it found the card as TU104 (GeForce RTX 20170 SUPER) msi
Went into my presets for card found and they were unavailable.
I tried to enter fan speed to see if I could control it and it didn’t work.
Started shell and confirmed my driver was the newest 470.86
I did try to install a previous version but kept getting “unload modules failed (nvidia)”

(I might not have performed this step correctly, do I have to uninstall the current and then install the previous? when I used the command nvidia-driver-update --list, it should me the current and older, it asked me what version I want to install by entering that version and then it ran, but errored.)

test the card alone and see if youre able to get video output. thats a hardware issue if other nvidia cards are running fine.
