I don’t know how to measure VRAM temp on HiveOS. I also don’t know if a have a cooling issue. I am cooling with only one cheap fan.
First apply some OCs to limit power usage and reduce the heat this way. Also i see you have a bios problem there. Did you try to flash it somehow?

do i update bios?
what can i find the bios?
Did you replace thermal pads? It could be a throttling issue.
