I am setting up 2x2060 nvidia card and for one of them I cannot run it.
It is like the card is not recognized properly.
Any help or suggestion?
the installation is fresh and updated, nvidia driver updated.

Try to upgrade the nvidia bios with this command
nvidia-driver-update --list
Then choose change driver then get back. I just got the same problem and now it work fine.
Card is going to be dead. Use different riser or put it directly to PCIe x16 on motherboard
I had this problem and I solved it by setting the PCIe slot to gen 2 in the BIOS of the motherboard.
