If you mean do you have to pay upfront to start mining? Answer is No. Just setup your rig, create your wallet (on Exodus, or Metamask or whatever) and start mining
However the miner pools (ethermine, 2miners, nicehash etc) do have a pool or dev fee that ranges from 0.5-1.5%. Most popular pools like ethermine have 1% fee. You don’t pay it explicitly - it’s automagically deducted (i’d like to know more about it too) from your mining. And hiveOS mihas per rig charges of $3 per month if you cross more than 3 rigs or something. First rig is always fully free.
Whatever ETH is mined on your accunt you can transfer it fully to your wallet minus the prevailing gas fee that time. Hope it helps. Happy mining!
