What is the proper temperature to keep Radeon RX 580 PowerColor

What is a proper temperature to keep Radeon RX 580 8192 MB PowerColor when mining??? I have been keeping it as close to 70c as possible. A friend told me that was to high. I’m new to mining and don’t want to damage my cards from heat. Also if anyone has comments on my settings, please look at pic. The top card is not running as well as the bottom 3. Been trying to find a fix but no luck. I appreciate you reading.!!!

Put the fan to work at 65%, it is pretty hot unnecessarily
